WELCOME!
========

Operations Research 1994 is the second conference in a series of
4-ennial international conferences that take place under the
auspices of the OR societies GMOEOR, OEGOR, DGOR and SVOR of the
German speaking countries, and the special interest group on
optimization, SIGOPT, of the Deutsche Mathematiker Vereinigung,
DMV. It serves as a forum for scientists and practitioners in all
areas of Operations Research.

The 1994 meeting will be held during August 30 to September 2 on
the  central campus of the  Technische  Universitaet Berlin, Germany.

We welcome you to attend and participate in the meeting.

PROGRAM
=======

MONDAY REGISTRATION
-------------------

Conference activities begin on Monday 29 August with the
possibility to check in or register at the conference office from
4 to 8 p. m., and to obtain the conference material.

This may be combined with an informal get together in the
restaurants around the Savigny-Platz. Details will be provided
with the final sendout.

The registration desk is located on the ground floor of the
main building of the TU, and will be open from 4 to 8 p. m.
on Monday, and from 8.30 a. m.  until 6 p. m.  on Tuesday to
Friday (August 30 - September 2).


TUESDAY MORNING OPENING SESSION
-------------------------------

The opening session on Tuesday 30 will be held from 10 - 11.30
am in the main building of the TU. There will be no other
session at this time. It will consist of the following events.

   The opening lecture by C. L. Monma (Bell Communications
   Research, Morristown, NJ, USA) on "Telecommunications
   and OR: New Challenges"


PLENARY LECTURES
----------------

The  scientific  program  includes  invited  plenary  and  invited
semiplenary lectures as well as contributed lectures.

There  are  three  further  invited  plenary  lectures  of  1  hour
length by leading experts (in addition to the opening lecture).
All four address the relevance of OR techniques in application areas
that provide particular mathematical and modelling
challenges and carry significant economic potential. The other
three lectures are:

CONTRIBUTED LECTURES AND SOFTWARE PRESENTATIONS

All participants are invited to present contributed lectures in
any of the 24 Sections. These lectures are scheduled to be of 30
minutes length including discussion. The conference languages
are English and German.

Presentations will be grouped into sessions of 2-4 lectures (60-
120 minutes),  by topic.  Participants are invited to suggest
such sessions and their speakers within one of the 24 Sections.

Besides lectures, also software presentations are invited. These
will be organized independently of the lecture program in spe-
cial rooms.  The available platforms include SUN Sparcsta-
tions, PC's and Apple Macintosh Computers.




SPECIAL SECTION "BERLIN IM UMBRUCH: GESTALTUNG DES WANDELS"
===========================================================


Germany has experienced dramatic political, economical, and social
changes in the past five years. This, in particular, applies to its
capital: Berlin. Decision and planning problems of unprecedented type,
complexity and difficulty have arisen. Moreover, decisions and plans of
significant impact have had to be made within extremely tight time
limits. This process has - to a large extent - been based on
conventional decision and planning mechanisms and not on mathematical
models and methods.

Time is now ripe for reviewing what has happened and discussing the
difficult tasks that still lie ahead. A highlight of the symposium will
be the lectures of four distinguished "players" in this process who
will provide their views of the topic

        Berlin im Umbruch: Gestaltung des Wandels.

The presentations will be made from the points of view of a decision
maker, a political planner, an industrial manager and a scientific
observer. Although many important decisions have already been made,
there seem to be ample opportunities for mathematical planning tools
and other OR-related techniques to help improve the planning and to
support further decisions. The organizers are sure that the following
four speakers and their talks will stimulate a discussion of this
perspective. (These lectures will be given in German.)

Der politische Planer:

        Senator Dr. Volker Hassemer,
        "Stadtplanung als vorausgedachte Zukunft"

Dr. Hassemer ist Senator fuer Stadtentwicklung und Umweltschutz von
Berlin. Er ist in dieser Position zustaendig fuer die vielen plane-
rischen Aufgaben, die durch die Wiedervereinigung und den Umzug der
Regierung nach Berlin entstehen. Sein Vortrag beschaeftigt sich mit den
bisher erreichten Ergebnissen der Berliner Stadtplanung seit dem Fall
der Mauer. Er wird ueber den Stand seiner Arbeit berichten: Die Resul-
tate der staedtebaulichen Wettbewerbe, den Stand des neuen Flaechen-
nutzungsplans, die planerischen Vorbereitungen fuer den Umzug des
Deutschen Bundestages und der Ministerien nach Berlin. Und er wird
ueber die Methoden sprechen, mit denen Berlin jetzt seine stadtent-
wicklungspolitischen Aufgaben angeht.

Der industrielle Macher:

        Dr. Lothar Spaeth, "Industrieller Strukturwandel in den
        neuen Laendern. Das Beispiel des Zeiss-Kombinates in Jena"

Dr. Spaeth erwarb sich als Ministerpraesident in Baden-Wuerttemberg
einen Namen als politischer Visionaer und wirtschaftlicher Impulsgeber.
Seit 1991 ist er Geschaeftsfuehrungsvorsitzender der JENOPTIK GmbH in
Jena und in dieser Funktion fuer die Sanierung des ehemaligen Zeiss-
Kombinates verantwortlich. Hierfuer entwickelte Dr. Spaeth ein neu-
artiges Konzept, das durch die Aufspaltung des industriellen Molochs
"VEB Carl Zeiss Jena" die gesamte Region in einen dynamischen Prozess
des industriellen Strukturwandels einbezieht und den Aufbau einer
"Technologieregion Jena" zum Ziel hat.


Der wissenschaftliche Beobachter:

        Dr. Manfred Wegner,
        "Die DDR im wirtschaftlichen Rueckblick"

Dr. Wegner ist der Gruendungspraesident des neu errichteten Instituts
fuer Wirtschaftsforschung Halle (IWH), dessen Aufgabe darin besteht,
die Umwandlung Ostdeutschlands auf dem Weg zu einer wettbewerbsfaehigen
offenen Wirtschaft wissenschaftlich zu begleiten. Sein Vortrag be-
schaeftigt sich vor allem mit den Fragen: "Wie hat sich die DDR-Wirt-
schaft in 40 Jahren entwickelt? Welches waren ihre wichtigsten Entwick-
lungstrends und Schwaechen? Warum wurde sie im Westen ueberschaetzt und
was kann die allgemeine Fehleinschaetzung erklaeren?"  Es wird darum
gehen, die Ausgangslage und Schwierigkeiten zu beschreiben, von der aus
die ostdeutsche Wirtschaft im Jahre 1989 in die Marktwirtschaft einge-
treten ist.


Der Entscheidungstraeger:

        Dr. Klaus-Peter Wild,
        "Von der Planwirtschaft zur Marktwirtschaft:
        Umstrukturierung in Ostdeutschland"

Dr. Wild ist Mitglied des Vorstands der Treuhandanstalt, der im Jahre
1990 der gesetzliche Auftrag zur Privatisierung und Sanierung der ehe-
mals volkseigenen Unternehmen der frueheren DDR uebertragen wurde. Nach
knapp 13.000 Privatisierungen von Unternehmen und Unternehmensteilen
hat die ehemals groesste Staatsholding der Welt ihre operative Aufgabe
Ende 1993 weitestgehend abgeschlossen. Dr. Wild zeichnet neben der Pri-
vatisierung der Kuestenindustrie fuer die Bereiche Fahrzeugbau, Optik/
Feinmechanik, Verkehr sowie die Abwicklung und die Niederlassung ver-
antwortlich. Er wird ueber seine Erfahrungen, die Erfolge, aber auch
die Fehler der Treuhandanstalt im Umstrukturierungsprozess in den neuen
Laendern berichten.


Die oben aufgefuehrten vier Vortraege werden durch eine Podiumsdiskus-
sion zur Verkehrs- und Transportplanung ergaenzt.

At the conference site, each registered participant will receive
a kit containing a detailed program and a booklet with the
abstracts of all presentations.  A free copy of the proceedings
volume will be sent to the participants after the conference.

All lecture rooms are equipped with blackboard and overhead
transparency projector. Other equipment must be requested in advance.

For software demonstrations, the following platforms are available:

SUBMISSION OF CONTRIBUTIONS

DGOR and GMOEOR have a contract with the Springer-Verlag
to publish a proceedings volume with contributed papers shortly
after the conference. All speakers are invited to submit a
contribution of approximately 5, not more than 6 pages
containing main results and literature references at their earliest
convenience, but not later than August 12, 1994.  Please

When preparing the contribution please follow the enclosed
"Directions for Preparation of Camera-Ready Manuscripts"
(see appendix). Note that manuscripts which do not follow these
directions cannot be accepted for publication and will be rejected
on a formal basis. All submissions will be evaluated by the editorial
board after the conference. Due to the strict page limit for
the volume only a selected number of manuscripts out of each
section can be published in the proceedings.

Every registered participant is entitled to one free copy of the
proceedings volume. These will be mailed shortly after the
conference.


FUTURE PROCEEDINGS VOLUMES
--------------------------

There is discussion within the OR-societies about the future of
the proceedings volumes. The registration form therefore con-
tains a question whether you would prefer future conferences
without proceedings and about DM 50 cheaper, or whether
the tradition of publishing proceedings after the conference
should be continued. Please give us your opinion on this.

PUBLIC TRANSPORTATION DURING THE CONFERENCE

Berlin has an excellent public transportation system and its
use is highly recommended. Special tickets for the conference,
which cover all different public transportation systems (bus,
tram, U-Bahn, S-Bahn, and  boat) within the whole Berlin

Manuscripts which are submitted in technically unsuitable form cannot be accepted for publication. Hence it is crucial that the following instructions be adhered to closely. Typing area The correct typing area is 18 x 26 1/2 cm (7,5 x 11 inches). Make sure that the typing area is right margin typed on one side of the paper only. Type Choose a type size large enough to stand reduction to 75 %. Spacing and Headings Use one-and-a-half line spacing in the text. Leave sufficient space for the title to stand out clearly. The first page of each contribution should be prepared according to the attached example giving the title and the name(s) of the author(s). Please leave three lines blank below heading and address of the author. Then start the actual text of your contribution. The complete address of the author(s) will be given in the index separately. Footnotes should be avoided. Symbols Anything which cannot be typed may be entered by hand in black and only black ink. Do not draw straight lines by hand without a ruler (not even in fractions). However, always type as much as possible. If you are using an IBM type-writer, use the "Symbol" typing element. Emphasis Words to be emphasized can either be underlined or typed in italics. Literature and References. These should be placed at the end of each paper. Type them with single line spacing and start each reference on a new line. Follow "Zentralblatt f^Ar Mathematik" for titles of mathematical journals and "Bibliographic Guide for Editors and Authors (BGEA)" for chemical, biological, and physics journals. Please ensure that all references are complete and precise. Figures Mark spaces in the text to fit any figures to be inserted and add two lines of spacing above and below them. Type legends to figures with single line spacing and place them on the page below the figures. Leave 1 - 3 blank lines before continuing the running text. Use for the figures either original line drawings or positive copies (line-thickness: 0.25mm). Check that lines and points on copies are uniformly black. Paste them into the spaces left for this purpose. (When positive copies are used, we would appreciate your sending us the originals, if available, enclosed in a separate envelope). Letters or numerals ON figures should be about 3 mm high, but in any case no smaller than the characters of the typewriter. Pagination Contributing authors are asked to number their contributions on the back. The editor of the volume will do the pagination of the whole manuscript ! Corrections When corrections have to be made, cut the new text to fit and paste it over the old. White correction fluid may also be used. Never make corrections or insertions in the text by hand. Equations and Computer Programs Equations and computer programs should begin four spaces inside the left margin. Should the equations be numbered, then each number should be in brackets at the right-hand edge of the typing area. WORD PROCESSORS Authors using word-processing or computer-typesetting facilities should follow the above instructions for typed manuscripts with obvious modifications. Please note with respect to your printout that i) the characters should be sharp and sufficiently black; ii) if the size of your characters is significantly larger or smaller than normal typescript characters, you should adapt the length and breadth of the text area proportionally keeping the proportions 1:0.68. Packing To avoid damage in the mail, please pack the manuscript in cardboard and use sturdy, waterproof packaging material.
